Atomically human-select ASK, BUILD, or PLAY plus optional project/grid and repin effective policy revisions, descriptors, registry digest, and context. The change preempts runs and revokes old leases/approvals. Requires current epoch, app owner, use_studio_agent, mode policy, and idempotency key.
