Fetches a single actor by its 32-character ASCII uuid. Game-plane: requires an app token for the actor’s app (a session token or another app’s token is answered NotFound, the same as a missing id). Owner-aware: the owner receives full state; non-owners receive a public copy with privateState stripped (null).
