resyncTierGridPermissions

Re-apply every player's tier keys that follow onto the app's world grid (today use_video_chat) and rebuild the world grid's permissions. Tier changes (grantAppAccess with a tier, updateAccessTier with permissionKeys) already do this; call it after any change made another way. Requires the 'manage_access_tiers' permission on the app; super admins bypass.
